Moscow Exchange to Launch Bitcoin and Ethereum Trading in December

Russia’s largest financial marketplace, the Moscow Exchange, is aiming to launch cryptocurrency trading by December 1, marking a significant milestone in the country’s approach to digital assets. This upcoming market will provide regulated options for Russian investors to trade popular cryptocurrencies such as Bitcoin, Ethereum, and Tether’s USDT, utilizing existing stock market technology.

Moscow Exchange Set to Launch Digital Currency Trading

On November 2, the Moscow Exchange announced plans to establish a digital currency trading platform, making it the first organized market for digital currencies in Russia. The platform will function under the exchange’s established systems, with transactions managed by the National Clearing Centre (NCC).

Moscow Exchange to Launch Bitcoin and Ethereum Trading in December

The initial offerings will include Bitcoin (BTC), Ethereum (ETH), and Tether (USDT). Trading will utilize same-day and next-day settlement options, labeled as TOD and TOM, allowing for swap transactions to help manage liquidity. The trading hours will align with those of the traditional stock market, operating from 6:50 a.m. to 11:50 p.m. Moscow time.

The exchange plans to initiate its operations with pilot transactions, progressively integrating additional participants as they become prepared.

Purchase Limits for Retail Investors

While this marks a substantial advancement for Russia’s cryptocurrency market, access to digital assets will come with strict conditions. According to the Bank of Russia’s finalized regulations, non-professional investors will be allowed to acquire Bitcoin, Ethereum, and USDT, albeit limited to a combined annual maximum of 300,000 rubles through individual intermediaries. These investors will also need to complete testing to understand associated risks prior to engaging in transactions.

Qualified investors will face fewer restrictions, without the annual limit or specific asset list, yet they will also need to undergo testing to acknowledge the risks of cryptocurrency investments. The central bank’s regulations will take effect on November 17, establishing a regulatory basis ahead of the Moscow Exchange’s launch.

Impact of US Sanctions on Market Viability

A significant hurdle for the new market is the international sanctions targeting the Moscow Exchange and its clearing subsidiary, imposed by the United States in June 2024. This situation raises concerns about how international partners and digital asset providers will engage with the newly established trading framework.

The inclusion of Tether’s USDT adds another layer of complexity, as the company enforces a policy of freezing wallets linked to sanctioned entities. This raises questions about how such policies would affect stablecoins within the exchange’s clearing system.

Industry experts, including Exved founder Sergey Mendeleev, have expressed skepticism regarding the platform’s competitiveness against offshore exchanges and current peer-to-peer markets. Concerns about trading spreads may deter average investors from participating in this new market.

A Step Forward for Russia’s Crypto Landscape

The anticipated launch in December signifies an important step in Russia’s ongoing effort to regulate cryptocurrency activities. Rather than attempting to entirely replace existing offshore trading avenues, the Moscow Exchange is looking to integrate digital assets into its established financial infrastructure.

The initial pilot phase will be crucial in assessing whether brokers, institutional participants, and individual investors are willing to adapt to this new system. The long-term success of the platform will hinge on factors such as liquidity, trading costs, regulatory clarity, and its ability to function amid international sanctions.

The expansion of trading options for Bitcoin and Ethereum reflects a broader trend of traditional financial exchanges embracing digital assets. However, the pivotal question remains: will Russia’s new approach attract significant interest and demand from investors?
