US House Moves to Support Blockchain Innovation

Recently, policy analysis platform Crypto Tracker announced that a new bill has been approved by the US House of Representatives, assigning the US Secretary of Commerce the responsibility to spearhead national initiatives that bolster the adoption of blockchain and other distributed ledger technologies (DLT).

Initially introduced by Republican Representative Kat Cammack in February, the bill, known as HR 1664 or the Deploying American Blockchains Act of 2025, aims to create a Blockchain Deployment Program. This program is designed to establish standards and promote blockchain adoption across multiple industries.

As part of this initiative, co-sponsored by Democratic Representative Darren Soto, the Secretary of Commerce will serve as the lead advisor to the President on blockchain deployment, focusing on usage, application, and maintaining US competitiveness in this rapidly evolving field.

The bill mandates the development of comprehensive policies and strategies regarding blockchain risks while emphasizing the enhancement of national security and economic stability related to blockchain technologies.

Moreover, it calls for enhanced collaboration among federal agencies to improve deployment efficiency and ensure robust federal support for blockchain initiatives.

Should HR 1664 be enacted, it will also require the formation of advisory committees within 180 days aimed at facilitating blockchain technology adoption across different sectors.

Following its endorsement by multiple political factions, this legislation has been forwarded to the Senate, marking a pivotal step in the legislative progression.

Advancements in National Crypto Framework

The progression of HB 1664 mirrors other essential crypto legislation in Congress that has gained widespread bipartisan support. Recently, the stablecoin-focused GENIUS Act received overwhelming backing in the Senate and is now set to move to the House for further consideration.

At the same time, the House’s CLARITY Act, which outlines the structure of the crypto market, successfully passed its initial committee reviews earlier this month. However, uncertainties linger regarding the future trajectory of both bills as some legislators aim to consolidate their efforts.

Reports from Bitrabo suggest that the House leadership is contemplating merging the GENIUS Act and the CLARITY Act to enhance their chances of successful passage in Congress and to secure the President’s signature before the upcoming August recess.

Despite this, Senate Banking Committee Chair Tim Scott provided a new timeline during a press conference, indicating an intention to keep the bills independent in their legislative course.

As noted by White House Crypto and AI advisor David Sacks, the new legislative schedule anticipates that the proposed bills will be introduced before the August break, with a markup slated for the first week of September and a projected passage by the conclusion of that month.

Sacks emphasized the President’s favorable stance on both market structure clarity and stablecoin regulations, forecasting that July could be pivotal with potential signings for the GENIUS Act and the CLARITY Act moving forward in the Senate.
