Vietnam is advancing its approach to data security and transparency with the introduction of NDAChain, a state-of-the-art blockchain network. This initiative is poised to significantly enhance the integrity of governmental data.
Developed by the National Data Association and monitored by the Ministry of Public Security’s Data Innovation and Exploitation Center, this revolutionary platform aims to serve as the primary verification mechanism for a diverse range of records, from healthcare documentation to educational data and logistical tracking.

Hybrid Governance Model
NDAChain operates on a hybrid model that leverages hybrid dynamics. At its core lies a Proof-of-Authority consensus mechanism, ensuring that only verified participants can engage in transaction validation.
Additively, it incorporates Zero-Knowledge Proofs, allowing verification without the need to disclose sensitive information. This innovative network reportedly processes between 1,200 and 3,600 transactions per second, a capacity aimed to facilitate prompt verifications across e-government services, logistics, and more.

Integrated Identity and Monitoring Solutions
The NDAChain system features two pivotal components. The NDA DID grants users digital identities linked to the existing VNeID framework, enabling citizens to verify their identity online as they access various services or sign essential documents.
Meanwhile, NDATrace facilitates comprehensive tracking of products via GS1 and EBSI Trace standards. Unique identifiers assigned to items can be scanned using QR codes or RFID technology, thus enabling businesses to authenticate their products for international markets and simplifying product recalls in case of issues.
Privacy-First Layer
As noted by Nguyen Huy, Head of Technology at the National Data Association, the NDAChain functions as a “protective shield” for Vietnam’s digital landscape, designed to grow alongside the increasing data demands.

With its focus on digital records—such as medical histories or academic transcripts—users can verify authenticity without compromising private information. The controlled access model ensures that authorities retain oversight over network participation.
Gradual Implementation and Looking Ahead
Reports suggest that full integration with the National Data Center is on track for completion by December 31, 2025. Following this milestone, efforts will concentrate on local government bodies and educational institutions, with specialized Layer 2 applications expected in 2026.
Possible use cases include digital identity management systems, counterfeit mitigation technologies, and electronic notary services. These auxiliary applications aim to operate atop NDAChain without altering its foundational structure.
Alignment with National Digital Strategy
This initiative aligns seamlessly with Vietnam’s National Blockchain Strategy, as well as the newly established law governing the Digital Technology Sector, which legitimizes digital assets as of June 2025.
