The Central Bank of Russia has officially identified three cryptocurrencies that will be accessible for trading by individuals lacking qualified investor status. The selected cryptocurrencies include Bitcoin (BTC), Ethereum (ETH), and Tether (USDT). This new regulation is set to take effect on November 17th, enabling exchanges to facilitate public trading of these digital assets.
Non-accredited investors will be able to execute trades through various channels, such as brokers, portfolio managers, and other intermediaries specializing in cryptocurrency trading. These investors can purchase the digital currencies directly through exchanges or opt for over-the-counter market transactions. However, there will be an annual limit of 300,000 rubles (approximately $3,600) on cryptocurrency purchases made via intermediaries.

For qualified investors, there will be no such purchase limits, and they will have access to a broader range of cryptocurrency assets. Nevertheless, both categories of investors must complete a preliminary test and receive vital information regarding the risks associated with cryptocurrency investments before engaging in trading activities.
The selection of these cryptocurrencies was based on several criteria, including market capitalization, average daily trading volume, and historical pricing data on international platforms. The Central Bank specified that the historical data considered must cover at least a five-year period to ensure reliability.
